Why does the same birth date give different Japan graduation years?

Japan uses an April 1 cutoff. A child born on or before March 31 (早生まれ) enters grade 1 one year earlier than a child born on or after April 1 of the same calendar year.

Can I use this for a Japanese 履歴書?
